DOWNTOWN SPECIFIC PLAN OVERVIEW

The overall vision for the Downtown Specific Plan is to accentuate the heart of Lodi and create a unique destination that is welcoming and attractive with community owned shops and restaurants, and a range of mixed-use housing.
 
Downtown Lodi is envisioned to become a vibrant, entertaining, and walkable interconnected core that is clean, safe, and family friendly.  Enhanced streetscapes with additional pedestrian amenities and outdoor gathering spaces providing increased seasonal events will be created to better serve residents and entice visitors.

The Downtown Specific Plan was adopted by the Lodi City Council on June 3, 2026, following an extensive community engagement process that included public workshops, open houses, stakeholder outreach, Steering Committee meetings, and opportunities for public review and comment. An Open House and Steering Committee meeting were held on February 17, 2026, to review the Draft Downtown Specific Plan, and applicable comments were incorporated into the Final Public Hearing Draft. An additional Steering Committee meeting was held on April 13, 2026, to discuss the committee's ongoing role in implementation. The Planning Commission conducted a public hearing and recommended approval of the Plan on May 13, 2026, prior to City Council adoption.

With the Plan now adopted, implementation is underway. Achieving the Plan's vision will require continued collaboration among the City, property owners, businesses, residents, community organizations, and other stakeholders. The Steering Committee will continue to meet on a quarterly basis to provide input, monitor progress, and help advance implementation priorities as the City works to bring the Downtown Specific Plan to life.
