
WHAT IS THE PROCESS &
HOW LONG WILL IT TAKE?
The Downtown Specific Plan process began with project kickoff in October 2024 and is now in its final phase of review and approval. Over the course of the process, the City conducted extensive outreach, including community workshops, stakeholder interviews, online questionnaires, a multi-day open house, and public hearings.
Following adoption by the Planning Commission and City Council, the City will transition into implementation of the Plan. Implementation will occur over time and will depend on available funding, staff capacity, and partnerships with public and private stakeholders.

The public review period has concluded, and the Final Public Hearing Draft Downtown Specific Plan and appendices are now available here.
An Open House and Steering Committee meeting were separately held on February 17, 2026, to review the Downtown Specific Plan draft. Applicable comments have been incorporated into the Final Public Hearing Draft. The Plan is tentatively scheduled for Planning Commission on May 13, 2026, and City Council on June 3, 2026.
An additional Steering Committee meeting will be held on April 13, 2026, to discuss the committee’s ongoing role in plan implementation.

The Downtown Specific Plan process was initiated in October 2024 with a Downtown tour conducted alongside a Steering Committee composed of representatives from a range of local stakeholder groups. The Committee has met multiple times throughout the planning process to provide input and guidance. An additional meeting is scheduled for April 13, 2026, to discuss the Committee’s ongoing role in plan implementation.

A community workshop was held at the WOW Classroom Building. The team shared our observations and existing conditions analysis findings and gathered initial feedback. Click on the Workshop Presentation link below to see what was discussed at the community workshop.

Community Open House,
February 4 & 5, 2025
A multi-day Open House was held at 22 South Main Street and the event included presentations in both English and Spanish. The activities allowed for multiple opportunities for interactive public participation to review the findings, discuss thoughts and ideas, and generate initial design concepts for Downtown Lodi.

The City hosted an Open House at 22 South Main Street which allowed for additional public review of the project team's findings and analysis and provided an opportunity to obtain input from the community. The event included presentations in both English and Spanish.



Two Study Sessions were held to discuss the Downtown Specific Plan’s purpose and status, summarize community outreach to date, highlight opportunities and preliminary concepts, and clarify the next steps in the process. Both Study Sessions took place at the Council Chambers in the Carnegie Forum at 305 West Pine Street.

Downtown Specific Plan Update
The City of Lodi, in coordination with its consultant team, has completed an extensive outreach process to gather community input on the Downtown Specific Plan. This process included public workshops, surveys, Steering Committee meetings, and presentations to the Planning Commission and City Council. Feedback received throughout this process has been incorporated into the Final Public Hearing Draft of the Plan.
