IMPLEMENTATION PROCESS & TIMELINE
The Downtown Specific Plan process began with project kickoff in October 2024 and culminated in adoption by the Planning Commission on May 13, 2026, and the City Council on June 3, 2026. Over the course of the planning process, the City conducted extensive community outreach and engagement, including stakeholder interviews, community workshops, online questionnaires, a multi-day open house, Steering Committee meetings, and public hearings. This collaborative process helped shape a shared vision for the future of Downtown Lodi.
With the Plan now adopted, the City has transitioned into the implementation phase. Implementation will occur over time and will depend on available funding, staff capacity, and continued collaboration among the City, property owners, businesses, residents, community organizations, and other public and private stakeholders. The Steering Committee will continue to meet on a quarterly basis to provide input, monitor progress, and help guide implementation as projects and initiatives move forward.

The Downtown Specific Plan process began in October 2024 with a downtown tour and the formation of a Steering Committee representing a broad cross-section of community stakeholders. Over the next 20 months, the Committee met regularly at key project milestones to review draft recommendations, provide input, and help shape the adopted Plan. The Committee now continues to meet quarterly to support implementation.

A community workshop was held at the WOW Classroom Building to present existing conditions, share initial planning concepts, and gather community feedback that helped shape the Downtown Specific Plan. February 4 & 5, 2025
A multi-day Open House was held at 22 South Main Street, featuring presentations in both English and Spanish. Community members participated in interactive activities to review project findings, provide feedback, explore design concepts, and help shape the vision and recommendations incorporated into the adopted Downtown Specific Plan.

April 17, 2025
The City hosted an Open House at 22 South Main Street which allowed for additional public review of the project team's findings and analysis and provided an opportunity to obtain input from the community. The event included presentations in both English and Spanish.
Two Study Sessions were held to discuss the Downtown Specific Plan’s purpose and status, summarize community outreach to date, highlight opportunities and preliminary concepts, and clarify the next steps in the process. Both Study Sessions took place at the Council Chambers in the Carnegie Forum at 305 West Pine Street.

Downtown Specific Plan Update
The City of Lodi, in coordination with its consultant team, completed an extensive community engagement process to develop the Downtown Specific Plan. Outreach included public workshops, surveys, a multi-day open house, Steering Committee meetings, stakeholder interviews, and presentations to the Planning Commission and City Council. Community input received throughout the process helped shape the vision, policies, and implementation strategies contained in the adopted Plan.
The Downtown Specific Plan was adopted by the Planning Commission on May 13, 2026, and by the City Council on June 3, 2026. The City has now transitioned into implementation of the Plan and will continue working with the Steering Committee, community partners, businesses, property owners, and residents to advance its goals over time.
