The Specific Plan area is generally bounded by Lodi Avenue to the south, Pleasant Avenue to the west, Washington Street to the east, and Lockeford Street and the softball complex and Armory Park to the north.

The study area is bisected by the railroad, with only five crossing locations connecting the two sides. A key focus of the Specific Plan is to improve connectivity across the tracks and to reimagine Main Street as a vibrant destination for people to live, work, stay, and experience downtown.
