Ang lugar ng Specific Plan ay karaniwang hangganan ng Lodi Avenue sa timog, Pleasant Avenue sa kanluran, Washington Street sa silangan, at Lockeford Street at ang softball complex at Armory Park sa hilaga.
The study area is bisected by the railroad, with only five crossing locations connecting the two sides. A key focus of the Specific Plan is to improve connectivity across the tracks and to reimagine Main Street as a vibrant destination for people to live, work, stay, and experience downtown.
